PARRIS N. GLENDENING, Governor Ch. 365

(13) A special taxing district;

(14) A nonprofit community service corporation incorporated under
Maryland law that is authorized to collect charges or assessments;

(15) Housing authorities created under Article 44A of the Code;

(16) A sanitary district, sanitary commission, metropolitan commission, or
other sewer or water authority established or operating under public local law or public
general law;

(17) The Baltimore Metropolitan Council;

(18) The Howard County Economic Development Authority;

(19) The Howard County Mental Health Authority; [and]

(20) A commercial district management authority established by a county or
municipal corporation if provided under local law; AND

(21) THE BALTIMORE CITY POLICE DEPARTMENT.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall be construed only
prospectively and may not be applied or interpreted to have any effect on or application to any
cause of action arising before the effective date of this Act.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 1997.

AN ACT concerning

Hair Braiding Services - Exemption from Licensure

FOR the purpose of requiring a license to provide hair braiding services; defining hair
braid
ing services; specifying the qualifications of on applicant for a license to
provide hair braiding services
; specifying the scope of practice of the license;
c
larifying the scope of the practice of cosmetology; providing for a beauty salon
permit for a b
eauty salon that provides only hair braiding services; setting standards
for apprenticeships in hair braiding;
excluding from the scope of licensure certain
hair braiding services; providing for the effective date of this Act; and generally
relating to hair braiding and cosmetology in the State.

BY repealing and reenacting, with amendments,

Article - Business Occupations and Professions

Section 5-101, 5-301, 5-305, 5-310, 5-101, and 5-501 5-101(k)
