(2) ENABLE PROVIDERS TO DETERMINE, WITH ONE TELEPHONE CALL, THE
NAMES OF THREE CONTRACTED SPECIALIST PROVIDERS FOR THE HEALTH
MAINTENANCE ORGANIZATION WHO ALSO HAVE STAFF PRIVILEGES AT A PARTICULAR
HOSPITAL IN THE STATE.

SECTION 3. AND BE IT FURTHER ENACTED, That:

(a) The Maryland Association of Health Maintenance Organizations, in consultation
with the American College of Emergency Physicians, Maryland Chapter, and the Maryland
Hospital Association, shall develop a 24-hour toll free telephone access system to enable
hospital emergency department providers to determine, with one telephone call:

(1) the primary care provider assigned to a member; and

(2) the names of three contracted specialist providers for a health maintenance
organization who also have staff privileges at a particular hospital in the State.

(b) The Maryland Association of Health Maintenance Organizations shall provide a
report on the system to the Senate Finance Committee and the House Environmental Matters
Committee by January 1, 1998.

SECTION 2. 4. AND BE IT FURTHER ENACTED, That Section 2 of this Act
shall take effect January 1, 1998 July 1, 1998.

SECTION 5. AND BE IT FURTHER ENACTED, That Sections 1 and 3 of this Act
shall take effect July 1, 1997.

AN ACT concerning

Baltimore City - Tort Claims Act - Baltimore City Police Department

FOR the purpose of including the Baltimore City Police Department within the definition
of local government for purposes of the Local Government Tort Claims Act;
providing for the application of this Act; and generally relating to the Baltimore City
Police Department
including the Baltimore City Police Department and its employees
within the Local Government Tort Claims Act.

BY repealing and reenacting, with amendments,
