AND COLLECTIBLE COVERAGE and that extends coverage to the owner's vehicle IN
AMOUNTS REQUIRED UNDER § 17-103(B) OF THIS ARTICLE while it is used as a
replacement vehicle.
(iii) If an owner of a replacement vehicle provides coverage as provided
under subparagraph (ii) of this paragraph, the agreement for the replacement vehicle to
be signed by the renter or the individual to whom the vehicle is loaned shall contain a
provision on the face of the agreement, in [12] AT LEAST 10 point bold type, that informs
the individual that the coverage on the vehicle being serviced or repaired is primary
coverage for the replacement vehicle and the coverage maintained by the owner on the
replacement vehicle is excess only SECONDARY.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1997.

AN ACT concerning
Managed Care Organizations and Health Maintenance Organizations - Access to
Services
FOR the purpose of requiring managed care organizations and health maintenance
organizations to promote timely access to and continuity of health care services for
enrollees and members by providing a certain telephone access system, providing
authorization at the initial telephone access for enrollees and members who do not
have an assigned primary care provider, and providing for the reimbursement of
authorization for utilizing the medical or surgical provider or specialist on call at a
hospital if a telephone access system is not established or if an enrollee's or
member's primary care provider or the specialist needed by an enrollee or member
cannot be determined within a reasonable time; providing for the effective date of a
portion of this Act; requiring development of a 24-hour toll free telephone access system;
requiring a certain report; and generally relating to the promotion of access to and
continuity of health care services provided by managed care organizations and
health maintenance organizations.
