(C) Tort claims for incidents or occurrences occurring prior to July 1, 1994, paid from
the State Insurance Trust Fund, are limited hereby and by State Treasurer's
regulations to payments of no more than $50,000 to a single claimant for injuries
arising from a single incident or occurrence.

SECTION 10. AND BE IT FURTHER ENACTED, That authorization is hereby
granted to transfer by budget amendment General Fund amounts, budgeted to the
various State agency programs and subprograms which comprise the indirect cost pools
under the Statewide Indirect Cost Plan, from the State agencies providing such services to
the State agencies receiving the services. It is further authorized that receipts by the State
agencies providing such services from charges for the indirect services may be used as
special funds for operating expense of the indirect cost pools.

SECTION 11. AND BE IT FURTHER ENACTED, That certain funds
appropriated to the various State agency programs and subprograms in Comptroller
object 0882 (In-State Services-Computer Usage - ADC Only) shall be utilized to pay for
services provided by the Comptroller of the Treasury, Data Processing Division,
Computer Center Operations (EA10.01) consistent with the reimbursement schedule
provided for in the supporting budget documents. The expenditure or transfer of these
funds for other purposes requires the prior approval of the Secretary of Budget and
Management. Notwithstanding any other provision of law, the Secretary of Budget and
Management may transfer amounts appropriated in Comptroller object 0882 between
State departments and agencies by approved budget amendment in fiscal year 1998.

SECTION 12. AND BE IT FURTHER ENACTED, That, pursuant to Section
6-102 of the State Personnel and Pensions Article, the salary schedule for the executive
pay plan during fiscal year 1998 shall be as set forth below. Adjustments to the salary
schedule may be made during the fiscal year in accordance with the provisions of Sections
6-108 and 6-109 of the State Personnel and Pensions Article. Notwithstanding the
inclusion of salaries for positions which are determined by agencies with independent
salary setting authority in the salary schedule set forth below, such salaries may be
adjusted during the fiscal year in accordance with such salary setting authority.
Employees in the executive pay plan shall not receive a salary step increase in Fiscal Year
1998. Individuals promoted to or within the executive pay plan shall receive a salary
increase of not more than 3 percent unless the Board of Public Works finds that unusual
circumstances require a larger salary increase.
Individuals recruited or promoted into the
executive pay plan, whether from within or outside the State government, or individuals
promoted within the executive pay plan shall receive a salary increase of not more than 6
percent unless the Board of Public Works finds there are unusual circumstances that
justify a larger salary increase.
