assets may qualify as matching funds, the Board of Public Works shall determine the
matter and the Board's decision is final. The grantee City of Aberdeen has until June 1,
1999, to present evidence satisfactory to the Board of Public Works that a matching fund
will be provided. If satisfactory evidence is presented, the Board shall certify this fact to
the State Treasurer, and the proceeds of the loan shall be expended for the purposes
provided in this Act.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 1997.

AN ACT concerning

Uniform Laboratory Referral Form - Repeal

FOR the purpose of repealing the requirement that certain laboratories accept a certain
uniform laboratory referral form as the sole instrument for referrals for laboratory
services; repealing the requirement that physicians must use a certain uniform
laboratory referral form; repealing the requirement that the Insurance
Commissioner adopt by regulation a certain uniform laboratory referral form;
repealing the requirement that the Insurance Commissioner consult with certain
persons when developing the uniform laboratory referral form; and generally
relating to the uniform laboratory referral form.
