1997 LAWS OF MARYLAND

have a practical knowledge of waterfowl habitat conservation, WATERFOWL ECOLOGY,
WATERFOWL MANAGEMENT, OR WATERFOWL HUNTING.

(4) The [committee] COMMITTEE shall advise the Department [of] ON:

(i) [The propagation or purchase and distribution of mallard or other
ducks to be released] MATTERS RELATING TO EXPENDITURES OF FUNDS DERIVED
FROM THE SALE OF STATE MIGRATORY WATERFOWL STAMPS;

(ii) [Regulations adopted by the Department to effectuate this
program] RECOMMENDATIONS TO THE WILDLIFE MIGRATORY WATERFOWL
ADVISORY COMMITTEE ON MATTERS RELATING TO POLICY, REGULATIONS, AND
LEGISLATION; and

(iii) Waterfowl habitat conservation projects.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1997.

(House Bill 1125)

AN ACT concerning

Professional Engineers - Voluntary Practice of Engineering at Scene of Emergency,
Disaster, or Catastrophic Event - Immunity

FOR the purpose of providing that a professional engineer is not liable for any loss
caused by an act, error, or omission of the professional engineer while practicing
engineering if the act, error, or omission was not wanton, willful, or intentional and
the practice of engineering was performed voluntarily and without compensation, at
the scene of an emergency, disaster, or catastrophic event, and at the request of a
certain official acting in an official capacity under certain circumstances; providing
that the immunity provided by this Act applies only to the voluntary practice,
without compensation, of engineering within a certain period after the emergency,
disaster, or cata
strophic event, unless extended by an executive order issued by the
Governor while a declared state of emergency is in effect; providing for the
application of this Act; defining certain terms; and generally relating to certain
immunity for professional engineers who voluntarily and without compensation
practice engineering at the scene of an emergency, disaster, or catastrophic event.
