accreditation by the Joint Commission on Accreditation of HealthCare
Organizations (JCAHO): authorizing the use of current applicable JCAHO
standards when conducting inspections of residential treatment centers: making
certain technical changes to the law related to the licensure of hospitals and related
institutions: defining certain terms; and generally relating to the standards and
inspections of certain residential treatment centers by the Secretary of Health and
Mental Hygiene.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Health - General

19-301.

(a) In this subtitle the following words have the meanings indicated.

(b) "Accredited hospital" means a hospital accredited by the Joint Commission on
Accreditation of Hospitals HEALTHCARE ORGANIZATIONS.

(C) "ACCREDITED RESIDENTIAL TREATMENT CENTER" MEANS A
RESIDENTIAL TREATMENT CENTER THAT IS ACCREDITED BY THE JOINT

COMMISSION ON ACCREDITATION OF HEALTH CARE HEALTHCARE

ORGANIZATIONS.

[(c)] (D) "Apartment unit" means any space, in a residential building, that is
enclosed and self-contained and has a sanitary environment, if the space includes:

(1) 2 or more rooms;

(2) A direct exit to a thoroughfare or to a common element leading to a
thoroughfare;

(3) Facilities for living, sleeping, and eating; and

(4) At least the following facilities for cooking:
(i) Storage space for food and utensils;
