the effective date of this Act. Such rights and obligations may be enforced by or against
these entities using the entity name in which the right or obligation was created. This Act
does not affect the validity of any rule, regulation, policy, directive, permit, proposal,
form, plan, contract, appropriation, grant, property interest, administrative or judicial
proceeding, right to sue and be sued, mission statement, bond or other evidence of
indebtedness, or any other duty or responsibility associated with, or any other matter
pending before these entities, all of which shall continue in effect.
SECTION 5. AND BE IT FURTHER ENACTED, That the changes made to §
4-306, Article III Section 7 of the Natural Resources Article by this Act may not take
effect until a similar Act is passed by the Commonwealth of Virginia; that the
Commonwealth of Virginia is requested to concur in those changes by passage of a similar
Act; and that upon that event the Governor of the State of Maryland shall issue a
proclamation declaring the changes to this Act valid and effective.
SECTION 6. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1997.

AN ACT concerning
Baltimore City Community College - Creation of Positions
FOR the purpose of authorizing the Board of Trustees of Baltimore City Community
College to create positions subject to certain conditions; requiring the Board of
Trustees to abolish a position created under this Act under certain circumstances;
requiring the Board to submit a certain annual report to the Department of Budget
and Management, the Department of Fiscal Services, and the Maryland Higher
Education Commission; requiring that certain positions authorized under certain
provisions be limited as specified annually in the State budget bill; providing a
certain effective date for certain authority to create positions under this Act;
requiring the Board of Trustees to provide a certain report to the Legislative Policy
Committee by a certain date; providing for the application of this Act; and generally
relating to the Board's authority to create positions.
