General Assembly the Committee's estimate of the amount of new bonds for academic
facilities that prudently may be authorized in the aggregate for the next fiscal year by the
University [of Maryland] System OF MARYLAND, Morgan State University, and St.
Mary's College of Maryland.

(1) "Primary procurement units" means:

(5) the University [of Maryland] System OF MARYLAND;

(c) (1) The Council consists of the following nine members:

(ii) the Chancellor of the University [of Maryland] System OF

MARYLAND;

(b) Subject to the authority of the Board, jurisdiction over procurement is as
follows:

(5) the University [of Maryland] System OF MARYLAND, without the
approval of any of the other primary procurement units, may engage in the procurement
of:

(i) supplies for the University, including motor vehicles and, to the
extent provided by Title 3, Subtitle 4 of this article, information processing supplies, but
excluding insurance;

(ii) services for the University, including information processing
services to the extent provided in Title 3, Subtitle 4 of this article, but excluding banking
and financial services under the authority of the State Treasurer under item (1) of this
subsection;

(iii) construction and construction related services for the University,
regardless of the source of funds, to the extent that the Board grants authority over
specific projects or classes of projects; and

(iv) leases of real property for the University if the lease payments are
not paid from the General Fund of the State;

(b) Before execution, a contract for a capital expenditure other than in
connection with a State correctional facility, St. Mary's College of Maryland, or the
University [of Maryland] System OF MARYLAND shall be:

(1) reviewed by the Secretary of General Services; and

(2) except as provided in § 12-203 of this subtitle and § 13-108 of this
article, after that review, approved by the Board.
