1997 LAWS OF MARYLAND

(g) The University [of Maryland] System OF MARYLAND shall maintain and
enhance a coordinated Higher Education Center for Research and Graduate and
Professional Study, in the Baltimore area. Based on their joint graduate and research
programs, the University of Maryland [at Baltimore], BALTIMORE and the University of
Maryland Baltimore County shall be considered a single research institution for the
purposes of determining peer institutions. Funding guidelines for the professional schools
of the University of Maryland [at Baltimore], BALTIMORE shall be based on peer
comparisons separately established for each school.

(h) The University [of Maryland] System OF MARYLAND may recognize
University College as a campus for continuing higher education.

(b) (1) In order to improve the accessibility of businesses to resources of the
public senior higher education institutions of the State, the University [of Maryland]
System OF MARYLAND, Morgan State University, and St. Mary's College, under the
direction of the Governor and in consultation with the Department of Business and
Economic Development, shall develop and implement a Higher Education/Business
Partnerships Program.

(b) (5) (ii) With respect to the constituent institutions of the University [of
Maryland] System OF MARYLAND in the Baltimore region, the Commission shall direct
the Board of Regents of the University of Maryland to maintain and enhance a
coordinated Higher Education Center for Research and Graduate and Professional Study
in the Baltimore area.

(h) (1) On or before a date set by the Commission, each of the following
governing boards and agencies shall submit to the Commission its annual operating
budget requests and proposals for capital projects, by constituent institutions for the next
fiscal year:

(i) The Board of Regents of the University [of Maryland] System OF

MARYLAND;

(5) (i) The Governor shall include in the annual budget submission for
fiscal year 1990 an amount of General Fund State support for each public senior higher

education institution equal to at least the following amounts:

University of Maryland [College Park], COLLEGE PARK ...............$217,209,721

University of Maryland [at Baltimore], BALTIMORE ........................110,217,600

University of Maryland Eastern Shore Campus ....................................13,138,500

University of Maryland Baltimore County..............................................44,462,235

Bowie State University.................................................................................13,418,830

Coppin State College................................................................................12,269,200

Frostburg State University...........................................................................18,867,480
