Ch. 105 1997 LAWS OF MARYLAND The Charter of Baltimore City Article II - General Powers The Mayor and City Council of Baltimore shall have full power and authority to (30) [To] SUBJECT TO THE APPLICABLE PROVISIONS OF THE EDUCATION Article - Education 1- 101.
