enhancing or matching federal funds for
community mental health services, with the
exception of those funds transferred to Core
Service Agencies in conjunction with a pilot
project proposed to permit consumer
selection of services in the catchment areas
of the three largest State hospital centers.
Provided that funds may be transferred to the
subcabinet fund for the purpose of assisting
local management boards in providing
continuing services to children returned
from out-of-state in Fiscal Year 1998 who
were originally placed in the out-of-state
setting by the Department of Health and
Mental Hygiene. Funds transferred to the
subcabinet fund should be equivalent to the
number of months of in-state care provided
through the local management boards
during Fiscal Year 1998 to each new
returnee multiplied by the average monthly
cost of maintaining the child in the
out-of-state placement.
Further provided that it is the intent of the
General Assembly that if the department fails
to pay undisputed Medical Assistance claims
within 30 45 days of receipt, the State shall pay
the provider a reasonable rate of interest on
the claims outstanding.
No revisions to the current grant system shall
be implemented until the Mental Hygiene
Administration has consulted with
community providers and any proposed
changes have been reviewed by the Senate
Budget and Taxation Committee and the
House Appropriations Committee.
