AN ACT concerning

Vehicle Laws - Issuance of Citations - Authority

FOR the purpose of expanding the authority of Motor Vehicle Administration
investigators by authorizing the issuance of citations for certain violations relating to
driver licensing, handicapped parking, unlawful vehicle operation, and special
residential parking, and violations of certain antitheft laws; and generally relating to
the authority of Administration investigators to issue citations.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Transportation

12-104.1.

(a) The Administrator may designate employees of the Investigative Division of
the Administration to exercise the powers specified in subsection (b) of this section.

(b) (1) An employee appointed under this section may issue citations to the
extent authorized by the Administrator for violations of:

(i) Those provisions of Title 13 of this article relating to:

1. The vehicle excise tax; [and]

2. Vehicle titling and registration; [and]

3. SPECIAL REGISTRATION PLATES FOR INDIVIDUALS WITH

DISABILITIES; AND

4. PARKING PERMITS FOR INDIVIDUALS WITH DISABILITIES;

(ii) Those provisions of Title 17 of this article relating to required

security;

(III) THOSE PROVISIONS OF TITLE 14 OF THIS ARTICLE RELATING
TO FALSIFIED, ALTERED, OR FORGED DOCUMENTS AND PLATES;
