The Department of Natural Resources shall
submit a report to the budget committees by
July 1, 1997, indicating the project or projects
totaling the $2,391,000 identified above as
unallocated.

Provided, however, contingent on enactment
of legislation establishing a Rural Legacy
Program, the total special fund
appropriation shall be $54,315,000
$51,731,000. An amount of $6,460,000
$3,876,000 for the Rural Legacy Program,
$24,499,000 for Program Open Space State
projects, and $23,356,000 for Program Open
Space local programs. The amounts for
State projects and local programs may be
used for any State projects or local share
authorized in Chapter 403, Laws of
Maryland, 1969 as amended, or in Chapter
81, Laws of Maryland, 1984; Chapter 106,
