PARRIS N. GLENDENING, Governor

Ch. 35

In the introductory language of subsection (a)(1) of this section, the reference
to each expert review panel "that the Committee appoints under § 15-1306 of
this subtitle" is added for clarity.

Subsection (a)(2) of this section is revised to clarify that the subsection
addresses the qualifications of panel members.

In subsection (a)(2) of this section, the term "individuals" is substituted for
the former reference to "persons" since only individuals can be "experts" who
are "skilled".

Also in subsection (a)(2) of this section, the former reference to expert
"personnel" is deleted as surplusage.

In subsection (b)(1)(i) of this section, the former reference to "data" is
deleted as included in the word "information". Correspondingly, in
subsections (b)(2) and (3) and (c) of this section, the word "information" is
substituted for the former references to "data".

In the introductory language of subsection (b)(2) of this section, the word
"collected" is substituted for the former word "submitted" for consistency with
subsection (b)(1)(i) of this section.

In subsection (b)(2)(i) of this section, the requirement that the panel report
on whether sufficient information "existed to have made" an evaluation is
substituted for the former requirement that the panel report on whether
sufficient information "exists to make" an evaluation to clarify that the panel's
report follows completion of the initial evaluation required under subsection
(b)(1)(ii) of this section.

In subsection (b)(2)(ii) of this section, the word "additional", which modifies
"statistics and information", is added to clarify that the information and
statistics reported and collected are in addition to the information initially
collected under subsection (b)(1)(i) of this section.

In subsection (b)(2)(viii) of this section, the reference to making any other
findings "that the panel considers appropriate" is added for clarity.

In subsection (c) of this section, the former reference to "organizations" is
deleted as included in the defined term "person".

In subsection (d)(1) of this section, the phrase "on or before October 31" is
substituted for the former phrase "by October 31" for clarity and consistency
with similar provisions in this and other revised articles of the Code.

Defined terms: "Committee" § 15-1301
"Insurance" § 1-101

"Mandated health insurance benefit" § 15-1301
"Nondiscrimination provision" § 15-1301
"Person" § 1-101
