SECTION 30. AND BE IT FURTHER ENACTED, That if Senate Bill 1 is enacted
providing for early retirement, the Governor shall implement the reductions in salaries
and benefits resulting from the legislation for positions eliminated in the executive
branch by the procedures contained in Section 7-213 of the State Finance and
Procurement Article. The Department of Budget and Fiscal Planning shall provide the
budget committees and the Department of Fiscal Services with a listing of all positions in
the executive branch that were vacated as a result of early retirement and the positions
that were abolished. This listing shall be by eight-digit budget code and include the PIN
number, associated salary and indicate which positions were abolished. If a cash
incentive is provided the listing shall include the amount of the incentive payable for
each position. The listing shall be provided to the budget committees and the Department
of Fiscal Services by January 1, 1997.
SECTION 17. AND BE IT FURTHER ENACTED, That the Board of Regents
for the University of Maryland System and the Board of Regents for Morgan State
University may create positions in addition to those specified in this Act within available
resources to fulfill mission requirements and institutional needs in accordance with
Sections 12-108 and 14-104, respectively, of the Education Article. Furthermore, nothing
in this paragraph may be construed to require additional general fund support or
abrogate the provisions of Section 7 212 of the State Finance and Procurement Article.
SECTION 32 31. AND BE IT FURTHER ENACTED, That pursuant to any action
by the federal government to provide State aid in the form of block grants, the Governor should
provide the General Assembly with 60 30 days, for each agency affected, to review and
comment on any plans to accept federal funds as block grants.
SECTION 32. AND BE IT FURTHER ENACTED, That the amount of funds
transferred from the Revenue Stabilization Account of the State Reserve Fund to the General
Fund for fiscal year 1996 shall be reduced on a dollar for dollar basis to the extent General
Fund revenues for fiscal year 1996 exceed $7,189,878,000.
SECTION 18 32 33. AND BE IT FURTHER ENACTED, That numerals of this
bill showing subtotals and totals are informative only and are not actual appropriations.
The actual appropriations are in the numerals for individual items of appropriation. It is
the legislative intent that in subsequent printings of the bill the numerals in subtotals and
totals shall be administratively corrected or adjusted for continuing purposes of
information, in order to be in arithmetic accord with the numerals in the individual items.
SECTION 19 33 34. AND BE IT FURTHER ENACTED, That pursuant to the
provisions of Article III, Section 52(5a) of the Constitution of Maryland, the following
total of all proposed appropriations and the total of all estimated revenues available to
pay the appropriations for the 1997 Fiscal Year is submitted:
