Funds from capital appropriations may only
be used for those operating expenses which
are directly related to the financial
management of the fund, not for
department-wide initiatives fund.

Any time the department transfers funds
between PAYGO capital fund
appropriation accounts, the department
shall report to the budget committees on
the current fund balances of all funds from
which transfers are made and the fund
balances of all funds to which transfers are
made.
