$90,000 of this appropriation may only be
expended to increase one-time grants for
the General Public Assistance to Pregnant
Women program from $100 to $150.
The General Assembly finds that the Primary
Prevention Initiative is successful in
encouraging beneficial behavior by welfare
recipients. The General Assembly is
concerned that the Department of Human
Resources is considering eliminating the
Primary Prevention Initiative due to the
administrative burden created by the
initiative It is the intent of the General
Assembly that the Department of Human
Resources continue the sanction and
incentive dements of the Primary
Prevention Initiative, while reducing the
administrative burden on staff in the local
departments of social services. The
department should also examine
opportunities for expanding the initiative to
encourage other beneficial behaviors such
as parents completing their high school
education or obtaining a GED and seeking
substance abuse treatment when
appropriate. The department should report
to the budget committees by July I. 1996 on
its plans for continuing the initiative and
encouraging additional beneficial
