Provided that funds may be transferred to the
Subcabinet Fund for the purpose of
assisting Local Management Boards in
providing continuing services to children
returned from out-of-state in previous
years who were originally placed in the
out-of-state setting by the Department of
Health and Mental Hygiene. Funds
transferred to the Subcabinet Fund should
be equivalent to the number of months of
in-state care provided through the Local
Management Boards during fiscal 1997 to
each prior year returnee multiplied by the
average monthly cost of maintaining the
child in the out-of-state placement.

All appropriations provided for Community
Services 32.12.01.02 are to be used only for
the purposes herein appropriated and may
only be transferred for the purpose of
enhancing or matching federal funds for
community mental health services. Further,
all appropriations for direct care services
under this program may only be used for
that purpose and may not be used for
administration of the program. All funds
remaining at the close of June 30, 1997.
shall revert to the general fund.
It is the intent of the General Assembly that
undisputed billings submitted by community
services providers be processed promptly
and payments made within 30 days of
