JKCS is authorized to transfer funds from one
protect to another.

(E) It is the intent of the General Assembly
that any monies spent by MDOT for the
infrastructure construction occurring as a
result of the construction of the Redskins
Stadium must be transportation related as
specified in this budget bill language, or the
language contained in the $22.5 million
appropriation in Supplemental Budget No.
1.

(F) Notwithstanding provisions "A" through
"E" as enumerated above this language
shall only take effect upon the submission of
a signed memorandum of understanding
(MOU) by all parties, including the State of
Maryland, JKCI or JKCS, Prince George's
County, and the Maryland-National Capital
Park and Planning Commission, to the
budget committees.
