Funds are appropriated in various State
agency budgets to pay for services provided
by this program. Authorization is hereby
granted to use these receipts as special
funds for operating expenses in this
program, provided that no additional funds
may be appropriated in relation to enactment
of provisions in HB 159.

No funds may be expended to pay any
judgment of ruling providing for the

reclassification of backpay of

Administrative Law Judges unless Section
9-1601 et seq. of the State Government
Article is amended to expressly confer upon
such judges the power to grieve terms and
conditions of employment.

No funds may be expended to provide back
pay for Administrative Law Judges pursuant
to any judgment to implement
reclassification.

No funds may be expended during fiscal 1997 to
pay any judgment or ruling providing for the
reclassification or back pay of Administrative
Law Judges.
