An Act pursuant to Section 403 of the Howard County Charter transferring to the
Department of Planning and Zoning certain land development responsibilities which are
now in the Department of Public Works; making the provisions of this Act effective July
1, 1995.

[Amending Sections 16.119(c) through (g), 16.132(a)(4), 16.133(a), 16.135, 16.137,
16.139(a)(1), 16.146(c)(18), and 16.147(d)(1) of the Howard County Code.

An Act permitting housing unit allocations for assisted multi-family housing
developments which:

(1)    Do not generate school children, such as housing for the elderly;

(2)    Are funded in whole or in part by local, state or federal loans, grants or other
governmental financial assistance; and

(3)    May lose the loan, grant or assistance if the development is delayed.
[Amending Section 16.1102(b) of the Howard County Code.

An Act repealing and re-enacting Section 1.400 "Employee Pensions" of Subtitle 4
"Retirement Plan" of Title 1 "Personnel Administration" of the Howard County Code to
establish a Howard County Retirement Plan and the terms of this Plan; to establish a
Pension Oversight Commission made up of County citizens; and generally relating to
retirement plans; including renumbering Section 1.401 "Police and Fire Pension Plan"
and deleting language regarding incentives for retirement in 1992; and renumbering, but
not otherwise changing Section 1.402 "Length of service award program for volunteer
firefighting/EMS personnel" of the Howard County Code; exempting the Retirement
Plan from the provisions of the Purchasing Code; and requiring members of the Pension
Oversight Commission to file financial disclosure with the Ethics Commission.
