or convey property of any kind; authorizing the Authority to accept grants, make
loans, and enter into contracts with any federal, state or local agency or any private
entity; authorizing the Authority to establish, impose and collect tolls, rates, rentals,
fees and charges relating to its projects; authorizing the Authority to issue revenue
bonds, revenue notes or other revenue obligations for the purpose of financing all or
any part of the cost of any one or more of the projects undertaken by the Authority;
authorizing the Authority to acquire in its own name, by condemnation, real
property or rights or easements therein or franchises and licenses convenient for its
purposes; providing the Authority with all other powers necessary or convenient for
the carrying out of the purpose of the Authority; exempting the Authority from City
taxation on any project or part of any project or in its activities in the operation and
maintenance of any project or part of an project or on any revenues therefrom;
making certain legislative findings; defining certain terms; providing that this
Article is self-executing and fully establishes the Annapolis Revenue Authority
without regard to any limitations set forth elsewhere in the Charter or other
ordinance or public local law previously enacted that would otherwise apply; and
providing the procedures to be followed for the effectiveness of the Charter
Amendment adopted by this Resolution.

Annexation of Territory
FOR the purpose of amending the Charter of the City of Annapolis to expand from five
years to ten years the period of time the city council may make special provisions
with respect to the levy of municipal taxes and assessments and the rendition of
municipal services in annexed areas.

Charters (1990 Replacement Edition and 1995 Supplement), repealed and reenacted,
with amendments.
