PARRIS N. GLENDENING, Governor H.B. 1322 SECTION 2. AND BE IT FURTHER ENACTED, That: (a) There is a Task Force to Examine Liability Insurance on Rental Vehicles. (b) The Task Force consists of the following 7 members: (1) 1 Senator appointed by the President of the Senate; (2) 1 Delegate appointed by the Speaker of the House of Delegates; (3) the Commissioner of the Maryland Insurance Administration or the (4) the Administrator of the Motor Vehicle Administration or the (5) 3 members appointed jointly by the President of the Senate and the Speaker (i) 1 representative of the Maryland Rental Car Coalition; (ii) 1 representative of the motor vehicle liability insurance industry; and (iii) 1 member at large. (c) The President of the Senate and the Speaker of the House of Delegates shall each (d) Staff support for the Task Force shall be provided by the Department of Fiscal (e) The purpose and responsibilities of the Task Force are to: (1) review the liability insurance issues, including primary coverage, involved in (2) develop recommendations for methods to: (i) reduce costs to consumers of the automobile insurance industry and (ii) reduce the confusion to consumers related to the insurance issues (iii) reduce costs to consumers of rental vehicles or the use of loaner cars; (3) propose legislative, regulatory, and other changes required to implement the (f) On or before December 1, 1996, the Task Force shall submit a report to the - 4401 -
