The Honorable Casper R. Taylor, Jr.
Speaker of the House

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 999.

This bill increases the membership of the Joint Committee on Administrative, Executive,
and Legislative Review (AELR) from 18 to 20 members by adding one Senator and one
Delegate.

Senate Bill 683, which was passed by the General Assembly and signed by me on May 14,
1996, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 999.

Sincerely,

Parris N. Glendening

Governor
