Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 948.

This bill repeals the requirement that Baltimore City Life Museums grant and convey a
perpetual easement to the Maryland Historical Trust.

Senate Bill 600, which was passed by the General Assembly and signed by me on April 30,
1996, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 948.

AN ACT concerning

Baltimore City life Museums Loan of 1989

FOR the purpose of amending Chapter 237 of the Acts of the General Assembly of 1989,
the Baltimore City Life Museums Loan of 1989, to alter the kind of historic
easement granted by the Museums; and making this Act an emergency measure.

BY repealing and reenacting, with amendments,

Chapter 237 of the Acts of the General Assembly of 1989

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Baltimore City
Life Museums Loan of 1989 in the total principal amount of $750,000. This loan shall be
evidenced by the issuance, sale, and delivery of State general obligation bonds authorized
by a resolution of the Board of Public Works and issued, sold, and delivered in
accordance with §§ 8-117 through 8-124 of the State Finance and Procurement Article
and Article 31, § 22 of the Code.
