Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 727.
This bill requires persons who lease space at a marine facility to initiate a program that
requires an alcohol-free and drug-free workplace. The bill also requires drug and alcohol
testing, rehabilitation programs and disciplinary procedures to be included in the
program.
House Bill 1215, which was passed by the General Assembly and signed by me on this
date, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 727.

AN ACT concerning
Maryland Port Commission Marine Facilities - Alcohol-Free and Drug-Free Workplace
Program Programs - Port Facilities
FOR the purpose of establishing a Maryland Port Commission marine facility
Alcohol-Free and Drug-Free Workplace Program programs; establishing
procedures to prevent alcohol and drug abuse by certain workers at pert marine
facilities in the State; establishing procedures for alcohol and drug testing,
rehabilitation, and sanctions of certain employees; requiring the Program programs
to comply with certain guidelines for drug-free workplaces; establishing certain
exemptions from that certain individuals are deemed to be in compliance with this
Act; requiring the Commission to adopt certain regulations; prohibiting the
standards of the Program programs from exceeding the standards of a certain
program; defining certain terms; and generally relating to the Maryland Port
Commission marine facility Alcohol-Free and Drug-Free Workplace Program
programs.
BY repealing and reenacting, without amendments,
