of this section, the Department shall require at the expense of the applicant the
preparation of an ambient air quality impact analysis regarding the proposed
construction.

[(d)] (E) (E) The provisions of this section do not apply to any permit to
construct control equipment on an existing source OR TO ANY PERMIT TO OPERATE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1996.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 699.

This bill establishes procedures for notifying certain victims of their rights by requiring
law enforcement, court and juvenile justice personnel to provide a form that is provided
by the State Board Of Victims' Services. Clerks of the circuit and juvenile courts are
required to process forms regarding the victims' notification and the State's Attorneys are
required to notify crime victims of the status of their case.

House Bill 975, which was passed by the General Assembly and signed by me on this date,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill
699.

AN ACT concerning

Victims' Rights - Notification Procedures

FOR the purpose of establishing procedures for notifying certain victims of their rights
during the criminal justice process; requiring the State Board of Victim Services to
create and develop certain informational pamphlets notifying victims of certain
rights, services, and procedures provided by law; requiring the Board, in
consultation with the Administrative Office of the Courts, to develop a notification
request form through which a victim may request to be notified under this Act;
providing for the distribution of the pamphlets to certain victims at certain stages of
a criminal case; altering the composition of the Board: requiring the State's
Attorney to mail or otherwise deliver to the victim a notification request form within
