In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 575.
This bill changes the amount lottery agents are allowed to pay out in cash prizes from
$600 to $5,000 and requires the lottery agents to check with the Maryland State Lottery
Agency to determine whether a winner owes restitution or child support for prizes over
$600.
House Bill 908, which was passed by the General Assembly and signed by me on May 14,
1996, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 575.

AN ACT concerning
State Lottery - Receipts and Cash Prizes and Prohibited Actions
FOR the purpose of prohibiting the State Lottery Agency from requiring that State
Lottery sales agents send to the Agency receipts from the sale of tickets or shares
before a certain date; authorizing State Lottery sales agents to pay in cash on-line
game prizes up to a certain limit; prohibiting a licensed agent from failing to report
certain information; prohibiting a licensed agent from failing to determine, under certain
circumstances, whether a certain individual has been certified under certain provisions of
law; prohibiting a licensed agent from paying a prize under certain circumstances;
establishing certain penalties for certain violations; providing for a delayed effective date;
and generally relating to prizes and receipts of the State Lottery Agency and certain
actions prohibited of licensed agents.
