Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 566.

This bill amends the Franciscan Center Loan of 1994 by extending the date by which the
Board of Directors of the Franciscan Center, Incorporated must provide matching funds
of $800,000. The bill also changes the manner in which the matching funds must be
provided.

House Bill 395, which was passed by the General Assembly and signed by me on May 14,
1996, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 566.

AN ACT concerning

Franciscan Center Loan of 1994

FOR the purpose of amending Chapter 198 of the Acts of the General Assembly of 1994,
the Franciscan Center Loan of 1994, to extend the time by which the Board of
Directors of the Franciscan Center, Inc. shall provide and expend a matching fund
and to alter the method of providing the matching fund.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Franciscan
Center Loan of 1994 in a total principal amount equal to the lesser of (i) $800,000 or (ii)
the amount of the matching fund provided in accordance with Section 1(5) below. This
loan shall be evidenced by the issuance, sale, and delivery of State general obligation
bonds authorized by a resolution of the Board of Public Works and issued, sold, and
