Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 547.

This bill allows the Motor Vehicle Administration to enter into contracts to assist in the
recovery of evidences of registration for uninsured vehicles. The bill also requires the
Motor Vehicle Administration to report by July 1, 1997, on the status of the use of
independent agents who assist in recovery of evidences of registration.

House Bill 1398, which was passed by the General Assembly and signed by me on this
date, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 547.

AN ACT concerning

Vehicle Laws - Recovery of Evidences of Registration on Lapse of Required Security -

Contracts With Independent Agents

FOR the purpose of authorizing the Motor Vehicle Administration to enter into contracts
with private parties to procure the services of independent agents to assist in the
recovery of the evidences of registration upon the suspension of the vehicle's
registration due to the lapse of the required security; and requiring the Motor
Vehicle Administration to report by a certain date on the status of using certain
independent agents to assist in the recovery of the evidences of registration.
