effective in those election districts that election district on December 14, 1996, but if a
majority of the votes cast in a particular election district on the question are "Against the
referred law" the provisions of this Act are of no effect and null and void in that election
district.The Board of Supervisors of Elections of Garrett County shall notify the State
Department of Legislative Reference concerning the results of the referendum in each
election district.
SECTION 3. AND BE IT FURTHER ENACTED, That, subject to the provisions
of Section 2 of this Act and for the sole purpose of providing for the referendum required
by Section 2, this Act shall take effect July 1, 1996.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 533.
This bill requires the State Board of Physician Quality Assurance to adopt regulations for
the licensure and practice of respiratory care practitioners. A Respiratory Care
Professional Standards Committee is established within the Board and is authorized to
set educational and clinical standards for licensees.
House Bill 1034, which was passed by the General Assembly and signed by me on May 14,
1996, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 533.

AN ACT concerning
State Board of Physician Quality Assurance - licensure of Respiratory Care
Practitioners
FOR the purpose of requiring the State Board of Physician Quality Assurance (Board) to
adopt regulations for the licensure and practice of respiratory care practitioners;
defining certain terms; providing that this Act does not limit the rights of certain
individuals to practice certain occupations; authorizing the Board to set certain
fees; establishing the Respiratory Care Professional Standards Committee
(Committee) within the Board; specifying the membership, powers, and duties of
the Committee; establishing the terms of and requirements for certain members of
the Committee; requiring an individual to be licensed by the Board before the
