May 23, 1996

The Honorable Thomas V. Mike Miller, Jr.
President of the Senate
State House
Annapolis MD 21401

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 511.

This bill allows retail dealers in Worcester County to make credit purchases and
authorizes a beer wholesaler to establish different prices for cash and credit transactions.
A retail dealer who fails to pay the debt on three separate occasions within a year may not
obtain beer on credit for two years from the time of the third occurrence.

House Bill 972, which was passed by the General Assembly and signed by me on May 14,
1996, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 511.

Sincerely,

Parris N. Glendening

Governor
