PARRIS N. GLENDENING, Governor                            S.B. 444

May 23, 1996

The Honorable Thomas V. Mike Miller, Jr.
President of the Senate
State House
Annapolis MD 21401

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 444.

This bill authorizes the State Board of Architects, the Stave Board of Examiners of
Landscape Architects, the State Board of Professional Engineers, and the State Board of
Professional Land Surveyors to impose a monetary penalty of up to $1,000 against a
licensee or an applicant who violates certain provisions of the law or the code of ethics
adopted by the board.

House Bill 1133, which was passed by the General Assembly and signed by me on May 14,
1996, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 444.

Sincerely,

Parris N. Glendening

Governor
