WHEREAS, NASCAR will bring tourist, recreational, and corporate investment
into the State and local economy by creating expenditures surrounding individual race
meets and by ongoing business activities; and

WHEREAS, NASCAR will generate employment opportunities through
event-related jobs and a variety of attendant industries, including hotels, restaurants,
marinas, and transportation, auto, manufacturing, and service businesses; and

WHEREAS, Eastern Baltimore County already possesses the rail, highway, air,
and water infrastructure to support large-scale sports and entertainment events; and

WHEREAS, Local and State governments have identified the Middle River area
for community revitalization, and residents of that community and eastern Baltimore
County have overwhelmingly endorsed the concept of a major NASCAR sports and
entertainment facility; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the State
and Baltimore County are urged to investigate jointly the economic impact on the State
and Baltimore County of a NASCAR motor sports racing, business, and industrial
complex to be located in Middle River, Maryland; and be it further

RESOLVED, That the Governor is urged to appoint a Task Force to work with the
Department of Business and Economic Development, the Department of Transportation,
and the Baltimore County Department of Economic Development to conduct the
investigation, the Task Force to consist of:

(1)     Two members of the Maryland House of Delegates, selected by the
Speaker of the House;

(2)     Two members of the Senate of Maryland, selected by the President of
the Senate;

(3)     The Councilmember serving on the Baltimore County Council from the
Fifth Councilmanic District;

(4) One representative of the Essex-Middle River Chamber of Commerce;

(5)     One representative of the Eastern Baltimore Area Chamber of
Commerce;

(6)     One representative of the Baltimore County Executive's Office;

(7)     Four citizen members:

(i) One of whom shall be from the Middle River Racing Association;

(ii) One of whom shall be from the Essex-Middle River area; and

(iii) Two of whom shall be selected as the Governor considers
appropriate; and

(8)     Three representatives from Baltimore County area motor sports clubs:
and be it further
