(2) TO PROVIDE FOR THE CONDUCT OF A SPECIAL ELECTION TO FILL A
VACANCY IN THE COUNTY COUNCIL THAT OCCURS UPON THE DEATH OR
RESIGNATION OF A MEMBER OF THE COUNTY COUNCIL OR ON FORFEITURE OF
OFFICE BY A MEMBER OF THE COUNTY COUNCIL.

(H) IF A COUNTY CHARTER AUTHORIZES THE CONDUCT OF A SPECIAL
ELECTION TO FILL A VACANCY IN THE COUNTY COUNCIL, THE BOARD:
(1) SHALL CONDUCT THE SPECIAL ELECTION IN ACCORDANCE WITH
THE PROVISIONS OF THE CHARTER; AND
(2) MAY ADOPT REGULATIONS AS NECESSARY TO CONDUCT THE
SPECIAL ELECTION.
SECTION 2. AND BE IT FURTHER ENACTED, That the passage of this Act is
contingent on the passage of Chapter______ (S.B. /H.B.______) (61r1926) of the
Acts of the General Assembly of 1996, a Constitutional Amendment, and its ratification
by the voters of the State.
SECTION 3. AND BE IT FURTHER ENACTED, That, subject to the provisions
of Section 2 above, this Act shall take effect January 1, 1997.

AN ACT concerning
Community Services Trust Fund
FOR the purpose of establishing a Community Services Trust Fund for the purpose of
holding certain moneys that result from the long-term lease or sale of property and
equipment of a Developmental Disabilities Administration facility or Mental
Hygiene Administration facility; specifying the accounts in the Trust Fund;
specifying the transfer of certain moneys from the accounts in the Trust Fund under
certain circumstances; specifying the method of expenditures from the Trust Fund;
specifying that any unspent funds in the Trust Fund may not be transferred or revert
to the General Fund of the State; requiring the Governor to include in the annual
Budget Bill a certain appropriation from specified special funds for a certain
purpose; repealing a certain termination date related to certain special funds;
repealing a certain provision concerning the proposed appropriation of certain
moneys by the Governor in the annual Budget Bill under certain circumstances;
specifying that the Act applies to certain sales or leases occurring after a certain
date; providing for the effective date of this Act; providing for the termination of
certain provisions of this Act; defining a certain term certain terms; and generally
