SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Education

23-403.

(b) (1) Each year, each county public library system that participates in the
minimum library program shall be provided [$8.25] $10.25 $9.25 for each resident of the
county, to be used for operating and capital expenses. The State shall share in this
amount.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1 October 1, 1996.

Abuse Commission, and the Governor's Office of Justice Assistance; correcting
certain technical errors in the law; and making this Act an emergency measure.
