SECTION 3. AND BE IT FURTHER ENACTED, That for the purposes of computing
farebox recovery under Section I of this Act, the Mass Transit Administration may include as
revenue the value of monthly transit passes provided to qualified participants in
State-sponsored medical or social service programs.

SECTION 2. 3. 4. AND BE IT FURTHER ENACTED. That upon:

(a)     On implementation of a new bus service to be excluded from farebox recovery
under Section 1 of this Act, the Maryland Department of Transportation shall provide the
Department of Fiscal Services with: (1) a description of the route; (2) the date of
implementation; (3) the estimated estimate of the annual cost; and (4) the projected an
estimate of the
cost recovery.

(b)     The Department shall also notify the Department of Fiscal Services upon
termination of the service or the inclusion of the service in the system-wide farebox
recovery calculation.

SECTION 3. 4. 5. AND BE IT FURTHER ENACTED. That it is the intent of the
General Assembly that:

(a)     new service excluded from farebox recovery requirements as provided for in
Section 1 of this Act be approved on a pilot basis; and

(b)     On or before December 15, 1998, and that the Maryland Department of
Transportation shall report to the General Assembly, in accordance with § 2-1312 of the
State Government Article,
on the results of this trial pilot program for the development of
new transit service by December 15, 1998.

SECTIONS 5. 6. AND BE IT FURTHER ENACTED, That notwithstanding any other
provision of this Act, no more than $3.5 million from the Transportation Trust Fund may be
used during any year to offset any reduction in the percentage of operating costs recovered from
fares and other operating revenues as a result of this Act.

SECTION 7 AND BE IT FURTHER ENACTED, That Section 2 of this Act shall
take effect October 1, 1996.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1996.

SECTION 4. 6. 8. AND BE IT FURTHER ENACTED. That except as provided in
Section 7 of this Act,
this Act shall take effect October July 1, 1996. It shall remain
effective until June 30, 1999 and for a period of 3 years and, at the end of June 30, 1999,
with no further action required by the General Assembly, this Act shall be abrogated and
of no further force and effect.
