THE ORDER IS IN EFFECT A CIVIL PENALTY NOT EXCEEDING $250, OR IF THE
VIOLATION IS WILLFUL, A CIVIL PENALTY NOT EXCEEDING $1,000.

(F) SUSPENSION OR REVOCATION FOR WILLFUL VIOLATION.

(1)      AFTER NOTICE AND A HEARING, THE COMMISSIONER MAY SUSPEND
OR REVOKE THE LICENSE, CERTIFICATE OF AUTHORITY, OR CERTIFICATE OF
QUALIFICATION OF AN INSURER OR OTHER PERSON THAT VIOLATES A FINAL
ORDER OF THE COMMISSIONER.

(2)      THE ORDER FOR SUSPENSION OR REVOCATION IS SUBJECT TO
JUDICIAL REVIEW IN ACCORDANCE WITH § 2-215 OF THIS ARTICLE.

REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 48A, §§ 436M, 436N, and 436-O.

In subsections (a) and (b) of this section, the former references to "rules" are
deleted. See the General Revisor's Note to this article.

In subsection (a) of this section, the reference to the authority of the
Commissioner "to carry out" this title is substituted for the former reference
to the authority of the Commissioner to adopt regulations "appropriate and
necessary for the supervision" of the title for consistency with terminology
used throughout this article.

In subsection (d)(1) of this section, the reference to the authority of a party
"aggrieved" by an order of the Commissioner is substituted for the former
reference to a party "affected by" an order for clarity.

16-101. SCOPE OF TITLE.

EXCEPT AS OTHERWISE PROVIDED IN THIS TITLE, THIS TITLE APPLIES TO
CONTRACTS OF LIFE INSURANCE AND ANNUITIES, OTHER THAN REINSURANCE,
GROUP LIFE INSURANCE, AND GROUP ANNUITIES.

REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 48A, § 386.

The term "title" is substituted for the former term "subtitle" to reflect that
former Art. 48A, Subtitle 23 and a few provisions of similar scope are
reorganized as this title.
