1996 LAWS OF MARYLAND
SECTION 4. 5. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 1996. Except for the provisions of Section 2 of this Act, this Act shall remain effective
for a period of 3 years and at the end of May 31, 1999, with no further action required by the
General Assembly, this Act shall be abrogated and of no further force and effect.

AN ACT concerning
Health Maintenance Organizations and Insurers — Rates and Contracts
FOR the purpose of providing that the, Insurance Commissioner shall review certain
filings by health maintenance organizations; providing grounds for disapproval of a
filing; providing that the Insurance Commissioner shall send provide to certain filers
certain notice of disapproval; altering a certain waiting period before which certain
amendments proposed by a nonprofit health service plan may become effective under
certain circumstances; providing for the future codification of certain provisions of this
Act; and generally relating to health maintenance organizations, insurers, and rates
and contracts.
