1996 LAWS OF MARYLAND

(1) an assessment of the current availability and accessibility of primary care
services necessary to serve the Medicaid population and the uninsured and the ability of
education programs in primary care specialities, including medical residencies, to provide
clinical training sites; and

(2) An examination of the utilization and reimbursement levels between
managed care organizations and ancillary providers of health care services to determine the
impact on access to quality medical care.

(c) The Health Resources Planning Commission shall submit a report on the
results of its investigation and study, together with any resulting policy recommendations.
to the Secretary of Health and Mental Hygiene, the Governor, and, subject to § 2-1312 of
the State Government Article, the General Assembly on or before November 1, 1996.

SECTION 4. 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1996. It shall remain effective for a period of 1 year and, at the end of June 30.
1997, with no further action required by the General Assembly, this Act shall be
abrogated and of no further force and effect.

AN ACT concerning

Election Law - Election Judges - Repeal of Criminal Penalties

FOR the purpose of repealing the criminal penalties for an election judge who fails to
serve as a judge or who fails to appear for an examination of qualifications.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 33 - Election Code

[24-4.

Any person selected by any board as a judge, as hereinbefore in this article
provided, who shall fail or refuse to serve as such judge, or who having been notified by
said board to appear for examination of his qualifications for judge, shall fail or refuse so
to appear for examination, shall be fined not less than one hundred dollars ($100) and not
