PG/MC 43-96

FOR the purpose of establishing the position of compliance officer for minority business
contracts within the Washington Suburban Sanitary Commission to carry out the
requirements of the WSSC's minority business enterprise programs; and providing
for the termination of this Act.

BY repealing and reenacting, with amendments,

Article 29 - Washington Suburban Sanitary District

Section 11-101

Annotated Code of Maryland

(1993 Replacement Volume and 1995 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 29 - Washington Suburban Sanitary District

11-101.

(a)     The WSSC shall organize its staff in a manner that promotes the efficient
disposition of all matters within the WSSC's jurisdiction.

(b)     To carry out the provisions of this article, the WSSC may:

(1)     Organize its staff into departments or other divisional organizations;

(2)     Appoint and prescribe the functions, duties, and responsibilities of a
general manager, secretary, treasurer, chief engineer, and general counsel and other staff
as the WSSC considers necessary; and

(3)     Appoint, discharge, and fix the compensation of all of its employees by
observing the requirements of this title.

(C) THE WSSC SHALL APPOINT A COMPLIANCE OFFICER FOR MINORITY
BUSINESS CONTRACTS TO CARRY OUT THE REQUIREMENTS OF THE MINORITY
BUSINESS ENTERPRISE PROGRAMS ESTABLISHED UNDER §§ 3-102(D) AND 3-109(C) OF
THIS ARTICLE.

[(c)] (D) This title does not prohibit the WSSC from employing consulting or
other outside engineering services that the WSSC considers necessary.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October July 1, 1996. It shall remain effective for a period of 1 year and, at the end of
June 30, 1997, with no further action required by the General Assembly, this Act shall be
abrogated and of no further force and effect.
