SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect

AN ACT concerning
Vehicle Emissions Inspection Program - Enhanced Testing
FOR the purpose of extending for a certain period the prohibition on certain tests and
test procedures under the Vehicle Emissions Inspection Program; delaying, for the
some period, an increase in the maximum vehicle inspection and testing fee;
requiring the Motor Vehicle Administration to offer a certain emissions tost
procedure to vehicle owners on a voluntary basis; requiring the Administration to
provide to vehicle owners notice of the availability of the voluntary testing; altering
the amount that an owner of a vehicle must spend to qualify for a certain waiver if
the vehicle fails a voluntary test offered under this Act; providing for the effective
date of this Act; and generally relating to enhanced testing and the administration
of the Vehicle Emissions Inspection Program.
FOR the purpose of extending a prohibition against requiring certain tests and inspections
under an enhanced emissions control program; altering the periods during which certain
limitations on fees for tests and inspections under the emissions control program apply;
requiring the Motor Vehicle Administration, in consultation with the Secretary of the
Environment, to develop and offer to owners of vehicles subject to emissions testing an
incentive program designed to encourage voluntary submission to a certain emissions test
utilizing the IM 240 driving cycle referenced under federal regulations; describing the
types of incentives that may be included in the program; requiring the Administration to
provide to vehicle owners certain notices of the availability of voluntary testing; providing
for the effective date of this Act; and generally relating to emissions testing.
