(9)     The Maryland Insurance Commissioner, or the Commissioner's
designee; and

(10)   Two members of the public, appointed by the Governor.

(c)     The Governor shall select a Chairman of the Task Force, from among its
members.

(d)    The Task Force shall report its findings and recommendations to the
Governor and subject to § 2-1312 of the State Government Article, the General Assembly
by November 1, 1996.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October July 1, 1996. It shall remain effective for a period of 1 year and, at the end of
June 30, 1997. with no further action required by the General Assembly, this Act shall be
abrogated and of no further force and effect.

AN ACT concerning

Work, Not Welfare, Tax Incentives -Insurers—Premium Taxes

FOR the purpose of allowing a credit against a certain premium tax payable for certain
wages paid and certain child care expenses incurred by an insurer with respect to
certain employees; altering a certain definition to expand the range of individuals
who may be qualified employment opportunity employees; altering the manner of
calculating certain tax credits for certain wages for certain employees who are employed
for a certain period of time; providing for the future codification of certain provisions of
this Act; providing for the application and termination of this Act; providing for the
effective dates of this Act; and generally relating to tax credits for certain wages and
child care expenses with respect to certain employees.
