states for all needy children, the limitations set forth in this section may be rendered null
and void by rule and regulation of the State Department, if it is found desirable to
conform thereto.

(e)     "Assistance" means money payments with respect to a dependent child or
children, and payments necessary for services for such children, including the specified
relative or relatives with whom the dependent child or children is living.

(f)     No provisions of this section shall be repealed by any other Maryland law
unless this section is specifically referred to in such repeal.]

[46.

The State Department shall:

(a)     Supervise the administration of assistance to dependent children under this
article by local units;

(b)     Make such rules and regulations and take such action as may be necessary or
desirable for carrying out the provisions of this subtitle. All rules and regulations made by
the State Department shall be binding upon the counties or Baltimore City, and shall be
complied with by the respective local units;

(c)     Prescribe the form of and print and supply to local units such forms as it may
deem necessary and advisable;

(d)     Cooperate with the federal government in matters of mutual concern
pertaining to assistance to dependent children;

(e)     Make such reports, in such form and containing such information, as the
federal government may from time to time require, and comply with such provisions as
the federal government may from time to time find necessary to assure the correctness
and verification of such reports;

(f)     Exercise all of the powers and perform the duties defined by this article.]
[47.

Local units shall have the duties and responsibilities as prescribed in this article,
and shall:

(1)     Administer the provisions of this subtitle in the respective counties and
in Baltimore City; and

(2)     Report to the State Department at such time and in such manner and
form as the State Department may from time to time direct.]

[48.

Assistance shall be given under this subtitle on condition that the applicant for or
recipient of the assistance:

(1) Resides in this State at the time of application for such assistance;
