standards and guidelines, policies, orders and other directives, permits and licenses,
applications, forms, plans, memberships, contracts, property, investigations, and
administrative and judicial responsibilities; providing for the continuity of certain
transactions, rights, duties, and interests; providing for the continuity of certain
persons licensed, registered, permitted, and certified under certain departments,
offices, and units; providing for the continuity of certain contracts, agreements,
grants, or other obligations; providing for the severability of the provisions of this
Act; providing for the repeal of laws that are inconsistent with this Act; making
technical changes; providing for an effective date; requiring the Secretary of Budget
and Management to submit to certain committees certain proposed classifications for
review and comment; and generally relating to the abolition of the Department of
Personnel and the consolidation of State units, programs, and services that pertain
to the overall budgeting, planning, telecommunications functions, personnel
management, and other appropriate matters relating to the operations of the
Executive Branch of State government.
