SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - State Personnel and Pensions

TITLE 1. DEFINITIONS AND GENERAL PROVISIONS.

Subtitle 1. Definitions.
1-101.

(a)     In this Division I of this article the following words have the meanings
indicated.

(b)     "Appointing authority" means an individual or a unit of government that has
the power to make appointments and terminate employment.

(c)     "Class" means a category of one or more similar positions, as established by
the Secretary in accordance with this article.

[(d) (1) "Classified service" means all of those positions in the State Personnel
Management System that are governed by Title 4 of this article.

(2) "Classified service" does not include any position that is:

(i) included in the unclassified service under Subtitle 4 of this title; or

(ii) excluded from the classified service under Subtitle 5 of this title.]

[(e)](D) (1) "Contractual employee" means an individual DESCRIBED IN §
13-101 OF THIS ARTICLE[:
