PARRIS N. GLENDENING, Governor                             Ch. 342

[9-1310.

The Council shall:

(1)     advise the Office in carrying out its duties;

(2)     develop and maintain communication with the volunteer community and
promote greater public and private sector cooperation and coordination of resources;

(3)     assess current volunteer efforts in the State;

(4)     recommend to the Governor and the General Assembly policies,
legislation, or administrative actions that would promote the use of volunteers in the
State;

(5)     assess the current use of volunteers in State government including the
effectiveness and quality of service;

(6)     recommend policies governing the use of volunteers in State agencies
and programs;

(7)     develop guidelines for private sector initiatives and make
recommendations to State government on ways to encourage participation by the business
community, private individuals, and nonprofit organizations; and

(8)     assess training opportunities for volunteers and make recommendations
to the Office for disseminating information.]

SECTION 2. AND BE IT FURTHER ENACTED, That Section(s) 23-2A-04 and
23-2A-05, respectively, of Article - Education of the Annotated Code of Maryland be
renumbered to be Section(s) 23-2A-03 and 23-2A-04, respectively.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1996.

CHAPTER 342

(House Bill 1443)

AN ACT concerning

Creation of a State Debt - Prince George's County - Oxon Hill Manor

FOR the purpose of authorizing the creation of a State Debt not to exceed $523,000
$300,000
$350,000, the proceeds to be used as a grant to the Maryland-National
Capital Park and Planning Commission for certain acquisition, development, or
improvement purposes; providing for disbursement of the loan proceeds, subject to
a requirement that the grantee provide and expend a matching fund; requiring the
grantee to grant and convey a historic easement to the Maryland Historical Trust;
and providing generally for the issuance and sale of bonds evidencing the loan.
