(4)     Eight educational assistants/paraprofessionals appointed by the State
Superintendent of Schools chosen from lists of nominees provided by statewide
organizations representing educational assistants/paraprofessionals for collective
bargaining purposes in proportion to the membership of each organization;

(5)     One member appointed by the Maryland Association of Boards of
Education;

(6)     One member appointed by the Public School Superintendents
Association of Maryland;

(7)     One member appointed by the Maryland Congress of Parents and
Teachers, Inc.;

(8)     One member from the State Department of Education's Division of
Certification and Accreditation appointed by the State Superintendent of Schools;

(9)     One member from the State Department of Education's Division of
Instruction and Staff Development appointed by the State Superintendent of Schools;

(10) One member who is a county special education administrator appointed
by the State Superintendent of Schools;

(11) One member appointed by the State Secretary of Higher Education;

(12)   One member appointed by the Maryland Association of Community
Colleges; and

(13)   One member appointed by the State Superintendent of Schools chosen from
a list of nominees provided by the Maryland Speech-Language-Hearing Association; and

(13) (14) A chairman appointed by the Governor.

(d) The Maryland State Department of Education shall provide staff support to
the Task Force.

(e) The Task Force shall report its recommendations to the Governor and, subject
to § 2-1312 of the State Government Article, the General Assembly by December 15,
1996.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1 June 1, 1996.
