(1)     To the extent delegated by the [Bank] Commissioner;

(2)     If the office of the [Bank] Commissioner is vacant; and

(3)     If for any reason the [ Bank] Commissioner is unable to perform the
duties of the office.

2-104.

The [ Bank] Commissioner may employ a staff in accordance with the State budget.

2-105.

The [Bank] Commissioner exercises the powers and performs the duties of the
office subject to the authority of the Secretary of Labor, Licensing, and Regulation.

2-105.1.

THE COMMISSIONER MAY ADOPT AND ENFORCE REGULATIONS REASONABLY
NECESSARY TO CARRY OUT THE AUTHORITY AND RESPONSIBILITY OF THE OFFICE
OF COMMISSIONER.

2-106.

The [Bank] Commissioner shall adopt an official seal. A description and
impression of the seal shall be filed with the Secretary of State.

2-107.

On June 30 of each year, the [Bank] Commissioner shall report to the Governor on
the operations of the [Bank] Commissioner's office and, as to the laws that the [Bank]
Commissioner administers, on amendments that the [Bank] Commissioner considers
desirable.

2-108.

For providing a certified copy of a document, the [Bank] Commissioner shall
charge a fee of $1 for each page and $1 for each certificate.

2-109.

Except as otherwise provided by law, the [Bank] Commissioner shall pay all money
collected by the [Bank] Commissioner under this article into the General Fund of this
State.

2-110.

(a)     The [Bank] Commissioner and [deputy bank] DEPUTY Commissioner shall
devote full time to their duties.

(b)     The [Bank] Commissioner and [deputy bank] DEPUTY Commissioner may
not:

(1) Be an officer or director of any State banking institution or national
banking association, OR IN ANY ENTITY ENGAGED IN THE BUSINESS OF
MAKING LOANS; or
